I really didn't expect this to be this popular.

I use windows speech recognition macros to create the custom voice commands. You can download it for free off the Microsoft website. The voice itself is made using a text to speech program (Ivona), and modified with Audacity to sound more anime robotic. I wont give the specifics of the voice editing as I want mine to be unique, but there are a ton of ways to make your own using those tools. Even some with accents!
