The Board of Education has tried to look into the matter for over ten years and has never finished an investigation. In the meantime that teacher who assaulted him was quietly returned to the classroom. The principal who was covering up this scandal continued to get promotion after promotion. Mr. Hayes was left permanently disabled and has been unable to work because of brain injuries
